Course Overview

The Preventive Diplomacy Programme is designed to equip participants with the strategic, analytical, and diplomatic capabilities required to detect, prevent, and de-escalate conflicts before they escalate into violence. Rooted in the African Union’s Peace and Security Architecture (APSA), the programme provides a comprehensive understanding of early warning systems, political risk analysis, mediation in fragile settings, and diplomatic engagement techniques that promote peace and stability. Participants will develop practical skills in early warning interpretation, scenario-building, shuttle diplomacy, crisis negotiation, and the design of preventive action frameworks. Through simulations and case studies, the programme prepares practitioners to anticipate conflict trends, respond rapidly, and contribute to sustainable peace across the continent.

By the end of this training, participants will be able to:

  • Explain the concept, principles, and evolution of preventive diplomacy within the African context.
  • Interpret early warning indicators and conduct political and conflict risk assessments.
  • Apply APSA tools, organs, and mechanisms to support preventive diplomacy efforts.
  • Engage in quiet diplomacy, shuttle diplomacy, and confidence-building measures.
  • Conduct preventive negotiations and facilitate pre-dialogue consultations.
  • Develop preventive action plans and scenario-based response strategies.
  • Strengthen strategic communication, diplomatic engagement, and multi-stakeholder coordination.
  • Support AU–REC harmonisation in conflict prevention and response.
