Course Overview
The Environmental Impact Assessment (EIA) & Strategic Environmental Assessment (SEA) Programme equips participants with the technical, legal, and institutional skills required to assess, manage, and mitigate environmental and social impacts of projects, plans, and policies. The programme addresses both project-level EIA and strategic-level SEA, ensuring that environmental considerations are integrated early into development decision-making. The course combines international best practice with African regulatory contexts and aligns with frameworks such as the SDGs, Agenda 2063, Multilateral Environmental Agreements (MEAs), national EIA regulations, and donor safeguard policies. Participants will gain practical experience in screening, scoping, impact analysis, mitigation planning, stakeholder consultation, reporting, review, and decision-making. By linking EIA and SEA, the programme strengthens sustainable development outcomes and improves policy coherence.
By the end of this training, participants will be able to:
- Explain the principles and legal basis of EIA and SEA.
- Distinguish between project-level EIA and policy-, plan-, and programme-level SEA.
- Conduct screening and scoping for EIA and SEA processes.
- Identify, predict, and evaluate environmental and social impacts.
- Design mitigation measures and environmental management plans.
- Facilitate effective stakeholder engagement and public participation.
- Review EIA/SEA reports and support informed decision-making.
- Monitor compliance and evaluate environmental performance.
