Course Overview

The Election Observation & Democratic Governance Programme equips participants with the skills, tools, and institutional understanding required to support credible elections, democratic processes, and good governance across Africa. The course explores AU and REC election observation frameworks, international electoral standards, democratic governance principles, electoral cycle management, and the role of observers in enhancing transparency, accountability, and citizen participation. Participants will gain hands-on experience in election observation methodology, reporting techniques, electoral risk analysis, stakeholder engagement, and post-election assessment. Through simulations, case studies, and practical exercises, the programme prepares professionals to effectively participate in AU/REC observer missions and contribute to strengthening democratic institutions across the continent.

Upon completion of this course, participants will be able to:

  • Understand AU, REC, and international frameworks governing elections and democratic governance.
  • Apply AU Election Observation Methodology (AUEOM) across the electoral cycle.
  • Conduct electoral risk assessments and analyse political, legal, and operational factors affecting elections.
  • Observe, document, and report electoral processes using standardised tools.
  • Engage with electoral stakeholders (EMBs, political parties, civil society, security actors) in a non-partisan manner.
  • Assess compliance of electoral processes with continental and international norms.
  • Draft preliminary and final statements for observer missions.
  • Strengthen the link between election observation, governance reforms, peacebuilding, and democratic consolidation.
